The SQL Developer 3.0 is out as EA Early Adopter Release and you can download it from the official Oracle site.
It now incorporates the MAPVIEW aka GEORAPTOR, which is a helpful component for map developers, as you can right away see, if the tables with the SDO_GEOMETRY column do work properly and if your data is consistent.
